If you searched for the best solar module in India, you probably found a dozen lists that all say roughly the same thing, ranked by who has the biggest factory. In 2026 that ranking method stopped being useful, and here is why.
On 1 June 2026, ALMM List-II came into force. Until then, the Approved List of Models and Manufacturers covered finished modules only. A company could import solar cells, laminate them into a panel in India, and be listed as an Indian manufacturer.
List-II closes that gap by regulating the cells inside the panel. Government-backed, net-metered and open-access projects commissioned after the deadline must use modules built with domestically produced cells from approved Indian cell makers. The Ministry of New and Renewable Energy has since granted relief for certain net-metering and open-access projects until 31 December 2026, and has already announced ALMM List-III covering ingots and wafers from June 2028.
The numbers show why this matters. India's module manufacturing capacity reached roughly 210 GW by December 2025 according to Mercom India, while solar cell capacity stood at only about 27 GW, rising past 30 GW of ALMM-listed cell capacity by April 2026. Module capacity is therefore roughly seven times cell capacity, which tells you how much of India's "manufacturing" has really been assembly. IEEFA has tracked this import dependence through the entire build-out.
So the question worth asking about any manufacturer in 2026 is no longer how many gigawatts of modules they can assemble. It is whether they make their own cells, what cell technology they run, and whether their products stay ALMM-listed as the rules tighten.
Manufacturers below are ordered by verified module manufacturing capacity from public reporting, with cell capacity shown alongside because that is now the more meaningful figure. Where sources disagreed, the more conservative number is used.
This is a factual capacity ranking, not a quality verdict. A 12 GW manufacturer is not automatically better for your rooftop than a 2 GW one, and the closing section explains how to choose for your actual project.

India's largest module manufacturer by installed capacity, operating around 12 GW across plants in Chikhli and Umbergaon in Gujarat, with roughly 5.4 GW of cell capacity. Listed on Indian exchanges since 2024 and a significant exporter to the United States, Europe and the Middle East. Produces Mono PERC and N-Type TOPCon modules across residential, commercial and utility segments. Scale is its main advantage for large-volume orders.
Hyderabad-based and the most aggressively backward-integrated of the large players. Module capacity recently reached about 11.1 GW, with cell capacity scaling from 3.6 GW toward 10.6 GW by September 2026. Commissioned a 5.6 GW module facility in Telangana and introduced what it describes as India's first zero-busbar TOPCon cell. Its cell-to-module ratio is the closest to balanced among Indian manufacturers, which matters under List-II.
Bengaluru-based, with module capacity around 10.3 GW and cell capacity near 2.94 GW, expanding on both fronts. Supplies India, Europe, Africa and the Middle East, and also manufactures solar water heating systems. Its management has publicly argued that competitiveness will come from integration and supply-chain control rather than module scale alone, which is a fair summary of where the industry now sits.
Surat-based with module plants at Pipodara and Navsari in Gujarat and a substantial ALMM listing. Commissioned a 1.2 GW TOPCon cell line ahead of the List-II deadline, with plans for a much larger single-location cell facility. Positions its modules on durability and PID resistance, which is a relevant claim for coastal and high-humidity installations.
Operates India's largest single-location integrated plant at 4.3 GW for cells and modules in Tirunelveli, Tamil Nadu. The oldest and most recognised brand in the Indian residential and rooftop segment, and also the country's leading solar EPC contractor. For homeowners who value brand familiarity and a single point of accountability across manufacturing and installation, it remains the default reference point.
Part of the Adani Group, operating an integrated cell and module facility at Mundra, Gujarat, at around 4 GW split across Mono PERC and TOPCon lines, with announced plans to scale considerably further. Vertically integrated across manufacturing, development and EPC, which gives it unusual control over large project delivery.
Haryana-based, with roughly 3.1 GW of ALMM-listed module capacity and rapid recent expansion. Produces Mono PERC, bifacial and N-Type TOPCon modules for rooftop, ground-mounted and floating installations, and also offers inverters and EPC services.
Rajasthan-based, with roughly 3.6 GW of ALMM-listed capacity following expansion at its Dudu plant, and a large N-Type TOPCon facility at Jaipur. One of the faster-growing names of the past two years, with a clear commitment to N-Type technology rather than a mixed legacy portfolio.
One of India's longer-established manufacturers, headquartered in Kolkata with around 2.6 GW of ALMM-listed capacity and a large module and cell plant under construction in Tamil Nadu. Strong presence in utility-scale supply and a well-developed technical documentation practice, which EPC buyers tend to value.
Notable for integrating further up the supply chain than most, manufacturing not only cells and modules but also module inputs such as EVA encapsulants and backsheets. Expanding capacity in Telangana. For buyers concerned about component-level traceability, this depth of integration is unusual in the Indian market.

Capacity rankings favour conglomerates and diversified producers. They do not surface a different category: manufacturers that have committed to a single advanced technology rather than running legacy and modern lines side by side.
Atal Solar, the publisher of this guide, is one such manufacturer. Based in Tankara, Rajkot district, Gujarat, it produces N-Type TOPCon modules exclusively, with no Mono PERC or polycrystalline lines. Its G12R 132 Series reaches up to 23.51% efficiency, and the M10R 156 Series goes to 650 Wp. Production runs on a fully automated line with AI and AOI integrated robotic inspection on every module, and the products are BIS certified.
The honest trade-off is straightforward. A specialist cannot match a 12 GW producer on supply volume for a utility-scale tender. What single-technology focus does buy is consistency, since every module leaving the line uses the same cell architecture, and no engineering attention is split across older technologies. For a rooftop buyer or a mid-sized EPC, that is often the more relevant consideration than nameplate capacity.
Capacity is a poor proxy for suitability. These six checks matter more:
Confirm the specific module model appears on List-I, and ask which List-II approved cells it uses. Under the 2026 rules this determines subsidy and tender eligibility, not just quality.

No. Scale indicates supply reliability for large orders, not module quality. What determines quality is cell technology, manufacturing automation, inspection standards and warranty terms. A specialist running one advanced technology can deliver more consistent output than a large producer running several lines.
